The EU AI Act matters beyond Europe. Organisations that provide or deploy AI connected to the EU need a reliable way to identify affected systems, assign roles and produce evidence.

The Act entered into force on 1 August 2024 and became broadly applicable on 2 August 2026, with staged exceptions. Prohibitions and AI literacy duties have applied since February 2025. Governance rules and obligations for general-purpose AI models have applied since August 2025. Transparency obligations for specified AI interactions and synthetic content took effect in August 2026. Current EU guidance places requirements for certain high-risk uses and regulated products on later timelines.

Build an AI inventory with legal roles

Record the purpose, owner, geography, users, model, data, integrations and decision impact of each AI system. Identify whether the organisation acts as provider, deployer, importer or distributor. The same organisation may hold different roles for different systems.

Classify use cases before scaling them

Screen for prohibited practices, transparency requirements, general-purpose AI dependencies and potential high-risk use. Document the reasoning and have legal specialists validate borderline cases. Classification should be revisited when the use case, model or affected population changes.

Operationalise transparency

Where required, inform people that they are interacting with AI and label relevant synthetic content. Keep the notice clear and close to the interaction. Behind the notice, retain records that show which system produced the output and which controls applied.

Prepare evidence through the lifecycle

Maintain risk assessments, data decisions, testing results, human oversight design, incident records, change approvals and supplier information. Evidence created during design is more reliable and less expensive than evidence reconstructed during an audit or investigation.

Use one governance model across jurisdictions

Create a common control baseline, then map Singapore, EU and sector requirements to it. This gives delivery teams one operating process while allowing legal and compliance owners to address jurisdiction-specific duties.

Regulatory note

AI Act implementation dates have changed through subsequent EU measures. Confirm the current official timeline and obtain legal advice for systems that may fall within scope.
